NCI Cancer Research Data Commons is composed of a number of separate Data Commons for different types of data. More information about which Data Commons allow for open and controlled access can be found in the Data Commons Overview.

If the informed consent documents associated with the data to be submitted include restrictions on data use and access, this may be indicated on the Data Submission Request Form by selecting “controlled access.” If there are no restrictions included on the informed consent documents, you can select “open access.” If the submission contains controlled access data, the study must be registered in the database of Genotypes and Phenotypes (dbGaP). Upon registration, dbGaP will assign a dbGaP ID Accession number (phs000####) to the study. The CRDC Submission Portal will not allow users to submit controlled access data without a dbGaP ID/Accession number.

Access to controlled data requires authentication through eRA Commons and dbGaP. In order to obtain access to controlled data available in the GDC, PIs must first obtain an NIH eRA Commons account and then obtain authorization to access the data through the NIH database of Genotypes and Phenotypes (dbGaP). Once a PI has obtained an eRA Commons account and dbGaP access, they can grant access to lab members and log in to the GDC Data Portal and download the controlled data sets for which they have access.

Level of Deidentification Required

The submitter will be requested to confirm that the data they plan to submit are de-identified. This means that all identifiers used in the study cannot be traced back to an individual and that the submission will be free of all Personally Identifiable Information (PII) or Protected Health Information (PHI).

For all NIH-funded data, the PI/research team must have the appropriate authority to submit data to the CRDC. The research team must ensure the submitted information is in accord with the original study consent, all applicable laws, regulations, and institutional policies. CRDC is not able to help interpret consent forms. If there are any questions about appropriate permissions to submit, the research team should consult with their Institutional Review Board (IRB) to validate the authority to submit.
